Clark's earliest known Water Scouts were handmade, handpainted baits and had no eyes at all. The existence of very few of these baits has been verified. C.1928

Two years later in 1930, a production model Water Scout with only a spray of highlight paint for eyes and an enlarged line-tie appeared on the market. These are more commonly referred to today as the "No-Eye" Scouts.

The first "Dent-Eye" Water Scouts appeared around 1933 and the popular "Tack-Eyes" were released around 1938.
